Do not listen to Tonic. He is malfunctioning. Pushing is the answer. These things are almost never false positives, and your address has been re-listed.
So first off, the Psigenix IRCops have told me that you will not be disconnected if you log into NickServ within the first 8 seconds of your connection. So make sure your client is automatically supplying a NickServ password on connect. If you don't have a NickServ account, ask someone to make one for you.
Secondly, you are on the CBL because either you or someone with the same IP address is infected with a virus which is sending out spam. To figure out if it is you, check the IP address of your computer. Do not use an external site like whatismyip.com. Check it in the Windows networking settings. If you are unsure of how to do that, I can provide instructions. If the IP for your computer in those settings is 64.241.37.140, then you are the one infected. If it is not 64.241.37.140, then it may or may not be you infected.
If you are using Windows XP, there is a freeware program called ActivePorts which can detect which programs on your computer are accessing the Internet. That may provide you with proof that you are or are not the culprit. Once you figure out if you are or are not the culprit, get your school's IT staff (I'm assuming that Panera is a school) to track down what is causing the IP to be blacklisted on the CPL. They will be able to disable net access for the infected party or parties, and help to clean the computers.
